Dubai property has its own vocabulary — some terms are standard real estate language, others are specific to UAE regulation. This glossary covers the terms you are most likely to encounter when buying, selling, or renting in Dubai. Definitions are provided for general orientation; confirm legal and regulatory meanings with official UAE sources or a qualified adviser.
BRN
Broker Registration Number. The RERA-issued licence number that identifies a registered real estate agent in Dubai. Every licensed agent has a unique BRN. You can verify an agent's BRN on the RERA Smart Services portal.
DLD
Dubai Land Department. The government authority responsible for registering real estate transactions, maintaining the property register, and regulating the property sector in Dubai.
Ejari
The official Dubai tenancy registration system. All rental agreements in Dubai must be registered with Ejari, which is managed by the Real Estate Regulatory Agency (RERA). An Ejari certificate is required for utility connections and visa processing.
Escrow account
A regulated account held by an approved escrow agent (not the developer directly) in which buyer payments for off-plan projects are held. The DLD supervises escrow accounts to ensure funds are used only for the registered project.
Freehold
Full ownership of a property and the land it sits on, with no time limit. Non-UAE nationals can purchase freehold property in designated areas approved by the Dubai government.
Handover
The formal completion of a property by the developer and transfer of possession to the buyer. Handover triggers the snagging process and, for off-plan property, the conversion of the Oqood registration to a full title deed.
Leasehold
The right to own and use a property for a defined period (typically up to 99 years), after which ownership reverts to the freeholder. Distinct from a tenancy agreement.
Madmoun
A RERA escrow trustee account scheme specifically for guaranteed rental returns on certain projects. If a developer offers a guaranteed rental return, payments to buyers are made from this regulated account.
MOU (Form F)
Memorandum of Understanding. A pre-transfer agreement between buyer and seller in a secondary market (ready property) transaction. It records the agreed price, deposit terms, and the timeline for completing the transfer.
NOC
No Objection Certificate. A document issued by the developer confirming that no outstanding service charges, restrictions, or conditions prevent the sale of a property. Required before a secondary market transfer can proceed.
Off-plan
A property that is purchased before construction is complete — sometimes before groundbreaking. Buyers commit to the price and specification set out in the developer's brochure and SPA.
Oqood
The DLD's off-plan property registration system. When an off-plan sale is registered, the buyer receives an Oqood certificate as proof of their registered interest. It converts to a full title deed on handover.
ORN
Office Registration Number. The RERA-issued licence number for a real estate brokerage firm (as distinct from BRN, which is for individual agents). JSS Dream Real Estate's ORN is 46253.
Payment plan
The instalment schedule for an off-plan property, set by the developer. Common structures spread payments across booking, construction milestones, and handover. Some developers offer post-handover payment plans.
RERA
Real Estate Regulatory Agency. The regulatory arm of the DLD, responsible for licensing brokers and agents, supervising developers, and protecting buyer and tenant rights in Dubai.
Service charge
An annual fee charged to property owners for the maintenance of communal areas, building services, and shared facilities. Set by the owners' association and typically expressed in AED per square foot per year.
Snagging
The process of inspecting a newly completed property and documenting any defects, incomplete items, or deviations from the agreed specification before officially accepting handover. Buyers have the right to request remediation of snagging items.
SPA
Sales and Purchase Agreement. The formal, binding contract between a developer and a buyer for an off-plan property (or, in a secondary market context, between seller and buyer). Sets out price, specification, payment schedule, handover date, and cancellation terms.
Title deed
The official document proving ownership of a property, registered with the Dubai Land Department. Issued after a successful transfer (secondary market) or after handover from the developer (off-plan). Also called a 'property deed' or 'land title'.
Unit type
The configuration of a residential unit, described by bedroom count (studio, 1-bed, 2-bed, etc.) or by use (retail, commercial). Developers release multiple unit types within a single project at varying sizes and prices.
DEWA
Dubai Electricity and Water Authority. The government utility provider for electricity and water in Dubai. Property owners must register with DEWA and pay a connection deposit when taking possession of a property.
Valuation
A formal assessment of a property's market value, carried out by a RERA-approved valuation company. Required by banks for mortgage applications. Typically costs around AED 3,000–3,500 (confirm current fees with your bank).
Post-handover payment plan
A developer payment structure where a portion of the purchase price (sometimes up to 40–50%) is paid after the buyer has received the keys, spread over additional years. Offered by some developers as a financing incentive.
FAQ
Frequently asked questions
A BRN (Broker Registration Number) is the individual licence for an agent. An ORN (Office Registration Number) is the licence for the brokerage firm. Both are issued by RERA and can be verified on the RERA Smart Services portal.
